Abstract

Improving public welfare, as a measure of progress in living standards, can be achieved through targeted development efforts. This development should be realized in the form of comprehensive, holistic, and systematic government policies. For these policies to be truly effective, a thorough understanding of the essence of development and government policies is necessary, intensively and sustainably. This article aims to outline the basic concepts of government policies related to development, as reference material for informing and disseminating information on their implementation. The approach used is a library study. We reviewed 16 national journal articles and two relevant books on public policy, all sourced from the Google Scholar database. The findings from this library study confirm that policy implementation encompasses a series of activities, programs, and actions to implement policy decisions to achieve formulated goals. Factors influencing policy implementation include four main elements: the disposition of actors, the availability of resources, communication, and bureaucratic structure.
