Abstract

Indonesia's downstream palm oil industry is seen as a key strategic component in
strengthening national exports, food security, and the transition to renewable energy. This
study examines the mechanisms for processing crude palm oil (CPO) into high-value-added
derivative products, such as oleochemicals, oleo-food additives, and biodiesel, which
significantly increase economic value, reduce foreign exchange expenditures on fossil fuel
imports, and support the B30-B40 biodiesel initiative. The applied analytical method
combines government policy data, plantation productivity levels, and international supply
chain dynamics to identify effective optimization strategies. The study's findings reveal that
the downstreaming process not only generates economic multiplier effects through job
creation and billions of US dollars in export foreign exchange earnings, but also
contributes to strengthening national food self-sufficiency through processed food products
and reducing carbon emissions through the use of bioenergy. To address environmental
sustainability challenges, policies such as providing tax incentives, establishing special
economic zones, and integrating upstream and downstream sectors are recommended as
mitigation measures.
