Abstract
This article aims to explain the role of public administration in the development
of the palm oil sector as a strategic driver for increasing national foreign
exchange, strengthening food security, and supporting renewable energy
provision. The study uses a literature-based approach and problem-solving
analysis by reviewing policies, productivity trends, downstream industry
development, and governance dynamics of the palm oil sector. The results
indicate that public administration plays a crucial role as a policy director,
inter- agency coordinator, facilitator of smallholder capacity building, and
accelerator of downstream industrialization. The increase in smallholder
productivity and the expansion of value-added industries demonstrate how
effective governance strengthens the sector’s contribution to national revenue
and sustainable development. The study concludes that collaborative
governance, regulatory alignment, and institutional capacity building are
essential for the long-term success of the national palm oil sector. The
implications highlight the need to strengthen research, downstream innovation,
farmer empowerment, and adaptive policy reforms to address global challenges
and support national food and renewable energy self-sufficiency.
