Abstract
Palm oil plantations are a strategic sector for the Indonesian economy because
they contribute significantly to foreign exchange, employment, and regional
development. However, this sector also faces serious challenges related to
environmental issues, land legality, data transparency, and consistent regulatory
implementation. This study aims to analyze the role of state administration in
regulating, supervising, and evaluating the implementation of sustainable palm oil
plantation regulations in Indonesia. The research method used is a descriptive
qualitative approach combined with simple quantitative analysis through the
calculation of the Regulatory Effectiveness Index (ERI) based on four main
indicators: ISPO compliance, land legality, supervision effectiveness, and data
transparency. Data were obtained through literature studies, analysis of
regulatory documents, government reports, scientific publications, and national
statistical data. The results show that although the regulatory framework has been
well-developed, its implementation is still suboptimal and is influenced by weak
coordination between institutions, asynchronous central and regional data, and
low compliance of smallholder plantations. An ER value of 70 percent indicates
that the regulation is categorized as quite effective but requires significant
strengthening in the aspects of supervision and governance. This research
emphasizes the need to improve state administrative capacity to support more
transparent, accountable, and sustainable management of oil palm plantations.
