Abstract

The rapid advancement of big data and information technology has significantly
reshaped the landscape of contemporary public governance. Big data has the potential
to enhance key principles of good governance by promoting greater transparency,
accountability, effectiveness, efficiency, and responsiveness in public service delivery.
Nevertheless, the implementation of big data in Indonesia continues to face substantial
structural, technical, and institutional challenges. Based on an extensive review of
national and international literature, this study identifies several major obstacles,
including limited digital competence among civil servants, fragmented information
systems across government agencies, weak data security and persistent cybersecurity
threats, digital inequality, and the absence of standardized national data governance
regulations. These challenges directly hinder the realization of evidence-based
policymaking and reduce the overall effectiveness of big data utilization within the public
sector. The study highlights the urgent need for improved digital literacy, regulatory
harmonization, institutional reform, and equitable development of digital infrastructure

to ensure that big data can function optimally as a transformative instrument for
achieving transparent, accountable, and inclusive governance.
