Abstract
Regional regulations banning the use of plastic bags have served as a legal instrument
implemented in various regions of Indonesia to address the increasing volume of plastic
waste generation. This study aims to analyze the effectiveness of these regional regulations
in reducing waste generation. Through a review of regional regulations in several
provinces, the study reveals that although these regulations are based on a solid legal
foundation within national law, their implementation often faces obstacles such as
inadequate publicity, weak law enforcement, and the lack of adequate alternatives to
plastic bags. The analysis indicates that regional regulations can be effective if supported
by strict monitoring and sanction mechanisms, as well as collaboration between the
government, the community, and the private sector. The study's conclusions encourage
increased regulatory effectiveness through revision and harmonization with national
policies, with the goal of achieving a meaningful reduction in plastic waste generation.
