Abstract

The palm oil industry is a vital economic sector for Indonesia, but its growth poses serious
environmental (deforestation) and social (land conflict) challenges, which have the
potential to hinder the achievement of the Sustainable Development Goals (SDGs). This
research aims to analyze the role of State Administration in formulating, implementing,
and supervising the sustainable governance of the palm oil industry. The research uses a
qualitative approach with an instrumental case study design. Primary data was obtained
through in-depth interviews with government officials, representatives of farmer
associations, and NGO activists, supported by secondary data in the form of policy and
regulatory documents. Data analysis was conducted interactively (Miles, Huberman, &
Saldana, 2014). The results of the study show that the State Administration has established
a strong regulatory framework, including through the mandatory certification of
Indonesian Sustainable Palm Oil (ISPO) and the moratorium instruction on new permits.
However, the effectiveness of the implementation of these roles is still partial. The main
challenges are found in the fragmentation of authority and weak coordination between
institutions (central and regional), which is reflected in the slow integration of data in the
One Map Policy and inconsistencies in law enforcement. In addition, the State
Administration's supervision process is dominated by a reactive nature and still
experiences a deficit of transparency, especially in public access to licensing data and audit
results.
