Abstract
This study examines the implementation of the Indonesian Sustainable Palm Oil (ISPO)
policy from the perspective of Public Administration, particularly focusing on the role of
the government in the regulation, coordination, and oversight of the palm oil sector. ISPO,
as a policy instrument, is designed to enhance the governance of sustainable palm oil
plantations, strengthen the competitiveness of the industry, and ensure compliance with
environmental, social, and economic principles. The research highlights how the policy
implementation process is influenced by bureaucratic capacity, inter-agency coordination,
compliance among business actors, and resource support. The analysis reveals that
although ISPO has emerged as a national strategic policy, its implementation still
encounters challenges such as low farmer understanding, limited oversight, and regulatory
overlap. Through the lens of Public Administration, this study underscores the necessity
for improving governance quality, strengthening institutional frameworks, and
synchronizing policies to ensure that ISPO operates effectively and contributes to the
development of sustainable palm oil plantations in Indonesia.
