Abstract

Suffrage in elections is universal and cannot be diminished. Everyone has equal rights regardless of any shortcomings in a person. However, in its implementation so far, people with disabilities have become one of the segments that have received less attention and often experience systemic discrimination. Various obstacles must be faced by persons with disabilities for their participation in elections. The purpose of this paper is to analyze the performance of the KPU in fulfilling the political human rights of persons with disabilities related to their voting rights in elections. The research was conducted with normative research methods that prioritize literature studies included in dogmatic legal activities. The issues raised in this paper include the right to vote for persons with disabilities regulated in laws and regulations, factors that hinder the participation of persons with disabilities in elections, , and the performance of the KPU facilitates persons with disabilities in elections. The results and analysis show that the guarantee of the right to vote for people with disabilities has been regulated by national regulations but there are conflicting norms, people with disabilities encounter technical, theoretical, and socio-cultural barriers to participate in elections, and based on reviews, The performance of the KPU has not been optimal in realizing the right to political positions for persons with disabilities due to various limitations in access to channel votes for persons with disabilities.
